Ghana’s National Vaccine Institute Rallies Investors for Urgent Vaccine Financing, Targets up to $150 Million in Immediate Capital
Chief Executive Officer of the National Vaccine Institute (NVI), Dr. Sodzi Sodzi-Tettey, has issued a rallying call to investors and development partners.
The NVI boss has stressed the urgency of moving beyond conversations about Ghana’s vaccine manufacturing agenda to concrete financing solutions.
Speaking at the Ghana Vaccine Manufacturing Investment Forum held at the Kempinski Hotel Gold Coast City on August 6, 2025, Dr. Sodzi-Tettey said the NVI is targeting between $100 million and $150 million in immediate capital to accelerate local vaccine production and strengthen pandemic preparedness.
“Preferably, energized conversations and intents to partner should translate into concrete funding that is tailored to the needs of vaccine manufacturers and researchers. Sooner rather than later. The sense of urgency created by President Mahama is clear, and we would rather not spend the next two years simply discussing a loan opportunity without any actions,” he declared at the forum.
Ghana’s Vaccine Self-Sufficiency Drive
The forum, jointly organized by the Ministry of Health and the NVI, was themed “Mobilising Sustainable Financing to Accelerate Vaccine Development and Manufacturing in Ghana: The Role of Financing Institutions and Development Partners.”
It brought together policymakers, banks, development finance institutions, pharmaceutical CEOs, scientists, and global partners including the World Bank, WHO, European Union, German Government, and GIZ, which has been supporting Ghana’s pharmaceutical and vaccine ambitions since 2021 through its PharmaVax Ghana programme.
The event also highlighted Ghana’s determination to position itself as a regional vaccine and pharmaceutical hub, building on existing strengths such as a strong research community, capable domestic manufacturers (Atlantic Lifesciences Ltd. and DEK Vaccines Ltd.), and internationally recognized regulators like the Food and Drugs Authority (FDA).

Targets for the Forum
Dr. Sodzi-Tettey outlined three immediate outcomes from the forum:
- Tangible market guarantees from the government to boost investor confidence.
- A clear roadmap to raise $100–$150 million in capital for vaccine manufacturing scale-up.
- Broadened global partnerships, including planned engagements with China, Cuba, UAE, Qatar, Indonesia, Japan, South Korea, India, and Canada.
Financing the Future
Despite Ghana’s strong foundations, financing remains a major barrier. According to the Ministry of Health, Ghana faces a $2.5 billion funding gap to establish a fully integrated, end-to-end vaccine ecosystem.
The forum was designed to explore blended finance, public-private partnerships, and innovative investment models to bridge this gap.
President John Dramani Mahama, who graced the forum as Special Guest of Honour, has been championing Africa’s health sovereignty agenda, rooted in self-reliance, accountable leadership, and equitable partnerships.
A Moral and Economic Imperative
Dr. Sodzi-Tettey reinforced that vaccine self-sufficiency is not just about health but also about economic resilience and national security.
“As a recent IFC report points out, achieving health security in Africa will require bold targets, local production, and private capital,” he said.
With the support of government, development partners, and private investors, NVI believes Ghana can achieve vaccine self-sufficiency, reduce dependency on imports, and create a model that strengthens regional health security across West Africa.

Ghana to Manufacture First Vaccine with Support from Indonesia
Ghana is set to begin local production of its first vaccine with technical and partnership support from the Indonesian government. Ghana President Convenes Emergency Cabinet Meeting to Cushion Ghanaians from Soaring Fuel Prices
President John Dramani Mahama has convened an emergency cabinet meeting to address the sharp rise in fuel prices caused by the ongoing conflict in the Middle East, particularly the escalation involving Iran.
Speaking on Saturday, April 4, 2026, during the second day of the Kwahu Business Forum, President Mahama stated that the meeting will focus on practical interventions to ease the burden on citizens.
He specifically mentioned the possibility of adjustments in fuel margins and other components of the price build-up to help keep prices relatively stable while hoping for de-escalation of the conflict.
“I have called for this emergency cabinet meeting to decide on specific measures we can take to cushion petroleum prices,” Mahama said. “There are adjustments we can make, particularly in the margins, to help maintain relatively stable prices as we pray for the war to cease.”
The President assured Ghanaians that the government remains committed to protecting the economy from external shocks and has taken steps to build resilience.
“I can confidently tell you that the economy will not collapse because of the war in Iran,” he stated.
Mahama also commended transport unions for showing restraint by not immediately increasing lorry fares despite the fuel price surge.
He urged them to continue exercising patience as the government works on relief measures. Fuel prices rose significantly effective April 1, 2026, with petrol increasing to approximately GH¢13.30 per liter (a 15% hike) and diesel to GH¢17.10 per liter (a 19% hike) for the first half of April.
The government is reviewing options including reductions in margins and levies to provide relief to consumers.
This latest development highlights the direct link between global geopolitical tensions and domestic living costs in Ghana, as the government balances immediate relief with longer-term economic stability.
